What this tool provides you with is close to real time cell site outage and real time fix estimates. This site has links to national, regional and local site outages. What I have found that is interesting is that it goes in depth of the actual problem and fix. Also the site has a lot of links to all kinds of stuff you can also register to the site and get real time emails with outage information. Below is a screen shot of the site so check it out.
